reqtools.library jump table

reqtools.library's jump table, as OpenReqTools builds it: LVO, call, registers. Derived from the public reqtools_lib.fd (ReqTools 2.x's developer files; the call order and registers are public API, bias 30). build-amiga.sh (with ../common/check_fd.py) checks this against a reqtools_lib.fd given with FD= and stops on any difference; openreqtools_lib.c's lib_vectors[] follows it line for line. The fd keeps -84 and -90 private (rtInternalGetPasswordA, rtInternalEnterPasswordA); ours answer 0. Core class (OPEN_LIBRARIES.md, section 5): rtSpread is pure; rtLockPrefs, rtUnlockPrefs, rtLockWindow, rtUnlockWindow and the structure calls (rtAllocRequestA, rtFreeRequest, rtFreeReqBuffer, rtChangeReqAttrA, rtFreeFileList) are locked; every requester, rtReqHandlerA, rtGetVScreenSize, rtSetReqPosition, rtSetWaitPointer, rtScreenToFrontSafely and rtCloseWindowSafely are anchored (Intuition's screens and windows).
